Process of Product Certification under BIS Registration- ISI Certification

Bureau of Indian Standards (BIS) was established under the Bureau of Indian Standards Act, 2016 as the National Standards Body of India. The aim is to bring standardization and undertake quality certification of goods in the interest of consumers in order to achieve a reduction in health hazards, provide safe and reliable goods, substitute imports, promote exports, etc.

BIS standards are the way of providing a third-party guarantee of safety, quality, and reliability of products to the customers. While the BIS Registration is voluntary, the Government of India, prioritizing public health, has mandated BIS certification for certain products. These include:

One of its most effective schemes is the Product Certification Scheme that covers more than 900 products ranging across various sectors and industries. Through this certification, licensees get access to use the most popular ISI mark on their products. Foreign Manufacturers Certification Scheme is yet another initiative of BIS that grants a license to the overseas manufacturers to use the BIS standard mark. Apart from that BIS Hallmarking scheme sets the quality standard for the jewelry segment in line with its goal to reduce customer exploitation.

The Process to get BIS Certification

Before product certification, the manufacturer must obtain the BIS registration and the license. This is done through licensing and surveillance process undertaken in the following steps:

  • BIS registration application is to be submitted by the manufacturers
  • A preliminary inspection of the factory will be held by the BIS officer
  • Testing of product samples after inspection will be undertaken
  • Final results will be declared by the BIS officer after evaluation

After the above inspection process, the inspecting officer will perform the surveillance process involving a survey of the factory. Following are the steps involved during the surveillance process:

  • For testifying the test results, the inspecting authority will undertake a visit to the factory
  • Samples will be sent to the independent labs
  • The test report will provide the feedback or the complaint regarding the investigation
  • A performance review report shall be prepared
  • BIS license will be granted after reviewing the report

How to Apply for Product Certification under BIS 

The BIS Product certification process is simple. Following are the steps that will guide you to apply for a license to use the Standard Mark:

  • The prescribed form shall be filed along with the necessary documents
  • Authorized Indian Representative (AIR) shall be nominated using the prescribed nomination form
  • After ensuring that the application is complete, such application shall be submitted along with the prescribed fees and supporting documents and nomination form of AIR to FMCD, BIS Headquarters, New Delhi.

Documentation Requirements

Documentation requirement usually varies according to the scheme under which the application is made. Certain additional documents are required to be furnished in the case of the Foreign Manufacturers Certification Scheme. However, the following are the basic documents that are required for product certification:

  • Name and address of the manufacturing unit and office
  • Status and Constitution of the unit
  • SSI/MSME Certificates, if applicable
  • The manufacturing process (beginning till the end)
  • List of machinery used in the manufacturing process and details thereof
  • Details of outsourcing of manufacturing process
  • Details of Testing Equipment and Calibration
  • Valid Calibration Certificates
  • Details about QC personnel
  • Raw material and component test certificates, wherever required by the standard
  • Copy of the plant layout
  • In-house or independent laboratory test reports 
  • Any other document as may be required
