ASI vs ASISSE

ASI (Annual Survey of Industries): Covers the registered manufacturing sector — factories, electricity undertakings, and industrial units under the Factories Act, 1948. Running since 1959. If your Chennai or Tamil Nadu factory received the notice, this is the applicable framework.

ASISSE (Annual Survey of Incorporated Services Sector Enterprises): Brand new — launched April 2026. Covers incorporated services sector entities: IT, ITES, trade, transport, healthcare, hospitality, financial services, real estate, education, and professional services. Both operate under the Collection of Statistics Act, 2008 (amended 2017) and the Jan Vishwas Act, 2023.

One clarification: These surveys have no connection to GST or Income Tax enforcement. The Act legally bars NSO from sharing your data with tax authorities. The information goes into national economic statistics — nothing else.

Filing is still mandatory even after a penalty. Paying the fine doesn't close the obligation.

It has no connection to your factory's statutory audit under the Factories Act.

We have four plants across Tamil Nadu under separate GSTINs. Do all of them file? Only the GSTINs for which you received notices. If two of your four Tamil Nadu GSTINs were selected by NSO, those two file independently.
