TEC MTCTE Certification

The Telecommunication Engineering Centre (TEC) is the technical authority under the Department of Telecommunications (DoT), Government of India, responsible for certifying telecom equipment as per the MTCTE (Mandatory Testing and Certification of Telecom Equipment) regulations.

As per the Indian Telegraph (Amendment) Rules, 2017, all telecom equipment must undergo testing and certification before it can be sold, imported, or used in India.

Functions of TEC

  • Formulates specifications: GRs (Generic Requirements), IRs (Interface Requirements), SRs (Service Requirements)
  • Issues: Interface Approvals, Type Approvals, Certificates
  • Coordinates with international bodies like ITU, APT, ETSI for standardization
  • Provides technical advice to DoT, TRAI, and TDSAT
  • Supports policy-making and R&D through collaboration with C-DOT and multilateral agencies

What is MTCTE?

The MTCTE Scheme mandates prior certification of any telecommunication equipment capable of being connected with a licensed telecom network in India. The certification is based on Essential Requirements (ERs) defined by TEC for each product category.

Objectives of MTCTE

  • Ensure safety, interoperability, and quality of telecom equipment
  • Prevent degradation of telecom networks
  • Promote compliance with Indian and international standards
  • Protect end-users from non-compliant or substandard products

Who Must Comply?

  • OEMs (Domestic or Foreign): Before sale/import in India
  • Sellers/Importers: Before offering to customers
  • Licensees: Before installing equipment in their networks

Validity of Certification

  • Regular Certificate: 10 Years
  • Provisional Certificate: 2 Years

Essential Requirements (ERs)

Under MTCTE, TEC formulates ERs through the Mandatory Testing Consultative Forum (MATCOF) involving:

  • OEMs
  • Labs (CABs)
  • Telecom Service Providers (TSPs)
  • Industry Associations

 211+ product variants have been notified across 6 phases of MTCTE so far.

  • Proof of Authorized Indian Representative (AIR) for foreign OEMs
