STQC Certification for CCTV Products in India

STQC (Standardisation Testing and Quality Certification) is an initiative by the Ministry of Electronics and Information Technology (MeitY) that ensures electronic and IT products meet predefined quality, safety, and security benchmarks.
As per the latest MeitY notification, all CCTV products sold in India must undergo STQC testing and certification through an authorized government lab. This certification is now compulsory for compliance, licensing, and eligibility in public procurement tenders.
What's New in the Regulation?
Effective April 9, 2025, MeitY has enforced mandatory testing of CCTV products under Amendment to the Compulsory Registration Order (CRO). This means:
- Any CCTV product (IP-based or analog) that connects to a network must now meet Essential Security Requirements (ERs) defined by MeitY
- Test reports must be issued by STQC or BIS-recognized laboratories
- No BIS license will be granted without valid STQC test reports
- Compliance is applicable for both domestic manufacturers and foreign OEMs selling in India

- Ensure the physical and cyber security of surveillance devices used in public, private, and government infrastructure
- Prevent backdoor vulnerabilities in imported or poorly developed equipment
- Promote sourcing from trusted manufacturers under “Make in India”
- Standardize quality across all categories of CCTV and video surveillance systems
- Enable only certified equipment to be used in government procurement and large commercial tenders
